How to Use PageBuildr
This site explicitly states how to use the build feature

Parent Page

When creating a page, you can select whether or not you want that page to be a submenu of another page.

The arrows you see here are because that button is the parent page of another page. When you select a page to be a parent, that means the button that represents your new page will be listed as a submenu of the "parent" button. When a submenu is attached to a button, the arrows are automatically displayed by Pagebuildr.

The ability to select a parent page gives PageBuildrs the option of placing a new page in any organizational manner they choose. ANY PAGE may be used as the parent page of another. When you have pages created on your website, all of them will be selectable as a parent page.

For example of a page that is a parent page of another, on this site, drag the cursor over to the "PageBuildr" button. A submenu of buttons appears to the right of "Pagebuildr," which are the "Help Discussion Forum" and "Table of Contents" buttons. In this example, "PageBuildr" was selected as the "parent" page for both of these submenu pages (i.e. buttons).
